The mishap, which occurred in late January but has not been previously reported, involved a longtime DHS staffer who inadvertently added a reporter from a conservative Washington-based publication to an email chain detailing ICE enforcement actions in the Denver area, according to former ICE Chief of Staff Jason Houser and two other DHS officials who spoke to NBC News on condition of anonymity.

While the information was unclassified, it was considered “law enforcement sensitive,” including operational timing and potential target locations. Realizing her mistake, the employee immediately contacted the reporter, who agreed not to publish the details. The operation proceeded without disruption.

Yet, unlike Trump national security adviser Michael Waltz and Defense Secretary Pete Hegseth—who recently added The Atlantic’s editor-in-chief to a Signal group where they discussed detailed U.S. military strike plans in Yemen—the DHS employee was swiftly punished. She was placed on leave, asked to take a polygraph, and ordered to surrender her personal phone. When she refused, DHS moved to revoke her security clearance, effectively ending her career in national security.

A “Staggering Hypocrisy” in Punishment

The discrepancy in consequences has raised alarms among national security experts and former officials, who argue that the Trump administration is enforcing a glaring double standard.

“Both of these are examples of carelessness in the handling of highly sensitive information,” said Mary McCord, a former top Justice Department national security official. “We should expect the Signal chat breach to be taken at least as seriously.”

Houser, the former ICE chief of staff, called the disparity “staggering hypocrisy.”

“Targeting a career official who dedicated her service to protecting public safety—while excusing political appointees who leaked sensitive war plans—shows this administration punishes integrity and protects recklessness,” he said.

The DHS employee, a career civil servant who served under both Republican and Democratic administrations, now risks losing her clearance entirely. Meanwhile, Waltz and Hegseth remain in their positions, with President Trump dismissing scrutiny of the Signal incident as a “witch hunt.”

One former DHS official told NBC News that the inconsistency is “appalling,” noting that career employees often face severe penalties for minor mistakes while political appointees evade accountability for far more serious breaches.
