Tesla is facing accusations of exploiting a Canadian government program designed to incentivize electric vehicle (EV) purchases, allegedly submitting thousands of questionable rebate claims worth nearly $30 million in a single weekend. The controversy has left independent car dealers scrambling and raised serious questions about whether the EV giant manipulated the system for financial gain.

A Program Designed to Boost EV Sales

The Incentives for Zero-Emission Vehicles (iZEV) Program, launched in 2019 by Transport Canada, offered rebates of up to $3,500 to Canadian buyers of EVs and plug-in hybrids. The program was intended to accelerate the adoption of cleaner vehicles and reduce greenhouse gas emissions. However, the initiative faced uncertainty when Prime Minister Justin Trudeau resigned, leading to political upheaval and an abrupt announcement on January 10 that the program would run out of funds well before its scheduled end date in March.

Despite the turmoil, the program’s final days were marked by an unprecedented surge in rebate claims—primarily from Tesla. According to the Toronto Star, four Tesla dealerships across Canada reported selling 8,653 vehicles in just 72 hours, requesting nearly 30 million in rebates.

“Tesla Had a Run on the Bank”

The staggering numbers have raised eyebrows among industry experts and government officials. Huw Williams, a spokesperson for the Canadian Automobile Dealers Association, told the Star,

“Tesla had a run on the bank. Somehow, Tesla gamed the system. What we can’t figure out is how this could have happened without setting off alarm bells.”

The claims appear suspicious for several reasons. Many of the Tesla showrooms involved are physically incapable of holding even a fraction of the vehicles they reportedly sold in such a short timeframe. Additionally, the sheer volume of sales far exceeds typical industry patterns, even during periods of high demand.

Transport Canada officials have expressed skepticism, with one telling the Star, “Tesla didn’t sell those cars that weekend.” Experts speculate that Tesla may have backdated sales or submitted claims in bulk to maximize rebates before the program’s funding ran out.

Fallout for Independent Dealers

The alleged scheme has left independent dealerships in a difficult position. According to the Star, dealers are now out an estimated $6.91 million after providing rebates to over 2,000 customers who expected to be reimbursed by the government. With the iZEV program out of funds, these dealers are left waiting for clarity—and compensation—from Transport Canada.

Canadian Transport Minister Anita Anand called the situation “unacceptable” and has requested a detailed report from the department overseeing the program.

“I have asked the department that is responsible for administering this program to provide me with detailed and complete information,” Anand told the Star.

Tesla’s Plummeting Sales

The controversy comes as Tesla faces declining sales in Canada, a trend exacerbated by CEO Elon Musk’s polarizing public persona and his close ties to U.S. President Donald Trump. According to the National Post, Tesla’s Canadian sales plummeted 70% between December 2024 and January 2025.

Musk and Trump recently made a joint appearance outside the White House in an attempt to boost Tesla’s image, but the stunt did little to quell concerns about the company’s business practices.

Investigations Underway

It remains unclear whether Tesla violated any laws or simply took advantage of a poorly monitored system. Transport Canada is currently investigating the claims, and its findings will determine whether further action is warranted.

For now, the allegations have cast a shadow over Tesla’s reputation in Canada, leaving industry observers and consumers alike wondering if the company prioritized profits over integrity. As one Transport Canada official put it, “Something dodgy was afoot.”
