Imagine your boss is making you quit your job, now imagine the U.S. President doing something similar—offering federal employees a financial incentive to walk away from their careers. While this might sound like a bizarre scenario, it’s exactly what Donald Trump’s administration is putting into motion.

On January 28, 2025, the Trump administration unveiled a controversial initiative aimed at reducing the size of the federal government. Named the “deferred resignation” program, it offers full-time federal employees an incentive to resign in exchange for eight months of pay and benefits.

However, this program is not extended to members of the military, U.S. Postal Service employees, or those working in immigration enforcement and national security roles.

This plan is part of a broader effort by the administration to restructure the federal workforce, cut costs, and prioritize returning to in-office work while enforcing stricter performance measures. The expectation is that around 5-10% of federal employees—potentially 2 million workers—will take the offer, leading to an estimated $100 billion in savings for the government.

If successful, this move could significantly reshape the federal government, reducing its size and operational costs. The administration argues that a leaner workforce will increase efficiency and allow agencies to refocus on key priorities.

However, critics argue that essential government services may suffer if experienced employees choose to leave. With a workforce already facing shortages in critical areas, the voluntary exodus of thousands could create service gaps, delays, and operational struggles.

Federal agencies have been given a deadline of February 6, 2025, to report which programs will be affected by the workforce reductions. This gives the administration a brief window to assess the impact and determine the best way to move forward.

Is the Federal Worker’s Buyout Really Voluntary?

Not everyone is on board with this plan. Unions and political leaders have voiced concerns, arguing that the so-called “voluntary” resignations may not be as optional as they seem. Everett Kelley, President of the American Federation of Government Employees (AFGE), warned that the program should not be considered purely voluntary, suggesting it could pressure employees into resigning against their will.

He also pointed out the potential for unintended consequences that could impact millions of Americans who depend on federal services.

Democrats are already pushing back, questioning the legality of the move. Senate Minority Leader Chuck Schumer has criticized the initiative, arguing that it may violate existing labor protections and could have “devastating consequences” for federal workers and the communities they serve.

This brings up an interesting question: can an employer, even the federal government, really pressure someone into quitting? For federal employees, taking the deal may seem like an attractive option—especially for those nearing retirement or seeking a career change. But for those who feel their job security is being undermined, this initiative may feel like a thinly veiled attempt at workforce reduction without going through traditional layoffs.
